VU Council

The VU Council is the University’s governing body, which oversees whether the University’s activities and management comply with the University’s mission, operational goals, objectives, and principles, as well as general academic interests and the requirements for transparency and accountability to the public as set forth in the Statute.

During the reporting period, eight VU Council meetings were held, along with several electronic votes. This year, the VU Council devoted significant attention to the development of the University’s strategy, ensuring that the plan included clear progress indicators, strategic goals, and the necessary resources for achieving those goals. In formulating the University’s long-term policy, the VU Council approved the VU Strategic Plan for 2026–2030, which includes outcomes important to students, such as the expansion and renovation of dormitories, a plan to enhance the quality of doctoral studies, encouraging student involvement in research activities, mentoring, and more.

At the initiative of the VU Council, discussions were organized with the heads of VU’s core academic units to address the most pressing issues at the University. The VU Council also considered issues regarding international students at the University, strategic international marketing directions, geographic priorities, and effectiveness evaluation, as well as the strategy for the development of doctoral studies. During these discussions, student representatives highlighted the need to strengthen the integration process for international students and to standardize admission rules across VU’s core academic units. In the discussion on improving the quality of doctoral studies, expectations were expressed to increase funding from the doctoral fund for doctoral students, and the importance of training for doctoral supervisors and the expansion of doctoral schools was emphasized. Attention was also drawn to the right to joint doctoral programs with other academic institutions and to ensure equal conditions for doctoral students.

During the reporting period, the VU Council approved the VU 2025 Activity Report, the VU Income and Expenditure Budget Execution Report for 2025, the structure of the 2026 VU budget and the description of the procedure for its preparation, as well as the 2026 University budget. Decisions were made regarding the remuneration policy for VU employees, the reduction and expansion of the VU campus boundaries, and the allocation of state budget appropriations for science (and the arts).

VU Senate

Student Representatives (from September 20, 2024, to September 18, 2025) – Julija Jarutytė, Gabrielė Kasperaitė, Justinas Kavoliūnas, Viktorija Milko, Daniel Šematovič, Samanta Valiušaitytė, Povilas Virbašius, Simonas Granskas, Ieva Gruodytė.

Student Representatives (from September 18, 2025, to present) – Julija Jarutytė, Justinas Kavoliūnas, Tadas Lekšas, Emilis Mikulskis, Rokas Urbonas, Daniel Šematovič, Samanta Valiušaitytė, Povilas Virbašius, Simonas Granskas.

The VU Senate is the University’s governing body, composed of members of the VU academic community. The Senate is responsible for overseeing and improving the quality of studies, as well as fostering freedom of culture, science, research, and teaching at the University. The Senate’s work is divided into three main areas of activity. The Committees on Studies Affairs, Science Affairs, and Quality and Development Affairs examine issues relevant to their respective areas of activity and submit their conclusions to the VU Senate for approval.

During the reporting period (from the 2024–2025 academic year VU SR ARC to the 2025–2026 academic year VU SR ARC), 14 Senate meetings and 7 electronic votes took place. Student representatives also participated in one of the VU Senate’s strategic sessions, the formal ceremony for conferring the title of Honorary Doctor of Vilnius University, and a ceremonial Senate meeting. One of the Senate’s strategic sessions examined the processes for competitions for positions among Vilnius University faculty and research (art) staff, as well as performance evaluation and certification.

Student representatives joined the Senate’s working groups:

  • on model regulations for core academic units,

  • on the Senate election procedure manual,

  • on the development of a plan to prevent violations of academic ethics (initiated by VU SR).

New and updated study programs approved by the Senate:

  • Master’s degree program in “Lifestyle Medicine” (FM)

  • Minor program in “Economics and Finance” (FEBA)

  • Residency program in “Clinical Pharmacology” (FM)

  • Master’s degree program “Bioinformatics” (LSC and FMI)

  • Arqus joint Master’s degree program “Translation, Technologies, and AI” (FPhil)

The most relevant issues discussed by the Senate for students:

  • Review of the Vilnius University Plan for the Prevention of Academic Ethics Violations

In 2021 The VU SR Parliament approved the VU SR position on the prevention of academic ethics violations, which provided for the development of a plan to prevent academic ethics violations—since then, VU SR student representatives in the Senate have worked purposefully to ensure that this plan is created. In the first half of 2025, a Senate working group was formed to draft this plan. In March 2026, the University Senate approved the action plan and, through this document, established a consistent, evidence-based, and community-wide approach to the prevention of academic misconduct for the 2026–2028 period. The plan outlines the following priorities: (i) to strengthen the culture of academic ethics and the community’s trust in learning outcomes; (ii) to reduce the prevalence of academic dishonesty, including risks associated with the use of AI; (iii) to ensure clear, uniformly understood, and applied rules and procedures; (iv) to develop prevention measures focused on education, counseling, and the implementation of fair assessment practices; (v) to ensure continuous evaluation of the effectiveness of measures and accountability.

  • Amendment to the procedure for concluding fixed-term employment contracts with faculty members and research (art) staff over the age of 65

According to Vilnius University regulations, research staff and lecturers who have reached the age of 65 must be approved by the VU Senate to continue their academic activities. This year, the Vilnius University Senate reviewed the procedure for concluding fixed-term employment contracts with lecturers and research (art) staff over the age of 65. At the initiative of VU SR student representatives, the procedure was amended to include the requirement to rely on surveys conducted in the VU information system; furthermore, it was established that student representatives from the VU SR would provide the students’ opinion on the lecturer, thereby further strengthening the students’ voice in the decision-making process regarding contract extensions.

  • Model of the research promotion fund's operations

The Vilnius University research promotion fund is composed of state funds allocated to the University for research. The research promotion fund finances mobility activities for young researchers (e.g., trips to conferences), the publication of scientific works, the implementation of research ideas, and the costs of inviting guest lecturers. Not only researchers but also VU students are eligible for the latter two measures. During the reporting period, the issue of reorganizing the Research Promotion Fund was discussed. VU SR student representatives expressed a unanimous position that the fund’s purpose—to support young VU researchers—must remain unchanged, and that funding allocated for this purpose must not be reduced.

  • Vilnius University through the eyes of students

As every year, the President of VU SR presented to the Senate how students view the University. During the presentation, the results of VU SR’s surveys on first-year student integration, as well as on study, work, and employment opportunities, were shared, and the growing integration of students was celebrated, the growing focus on mental health and the promotion of a culture of academic ethics, and the efforts to ensure greater flexibility in studies and the quality of this process. Priorities for the VU Senate’s activities, as voiced by students:

  • Monitor the implementation of legislation adopted by the Senate and ensure that practical guidelines are updated in the core academic units of Vilnius University.

  • In the process of updating the master’s degree program model, ensure students’ freedom of choice and flexibility by creating realistic opportunities to combine studies with work and by reviewing program content.

  • Ensure the consistent development of faculty members’ pedagogical competencies.

  • Implement systemic changes necessary to improve the quality of doctoral studies.

  • Approve and implement guidelines and an action plan for achieving sustainable development goals.

  • Pay even greater attention to fostering diversity and ensuring equal opportunities.

  • Presentation on doctoral studies at Vilnius University

At a Senate meeting, the head of the Doctoral and Postdoctoral Studies Office presented an overview of the state of doctoral studies at Vilnius University based on surveys of doctoral students and other data. Following the presentation, student representatives asked questions regarding the office’s responsibilities in improving the quality of doctoral studies, integration, and finances (primarily concerning the use of funds from the doctoral studies fund).

  • Overview and discussion of the processes for competitions for faculty and research (art) staff positions, performance evaluation, and certification at Vilnius University during the Senate’s strategic session

The Senate’s strategic session examined proposed changes to the certification procedure and discussed what the qualification requirements for academic positions at the University should be. Consideration of this issue continues (it will be discussed at the May meetings of the Senate and its committees). Student representatives submitted their proposals regarding qualification requirements related to pedagogical competencies and their evaluation scales.

VU Rectorate

Student Representative – Klėja Merčaitytė

The Rectorate is a collegial body that advises the Rector of VU, deliberates on the most important issues facing the university, and provides feedback and comments from the perspective of the university’s constituent units. The Rectorate consists of the VU Rector, Vice-Rector, Pro-Rectors, Chancellor, heads of core units, the President of VU SR, and other members appointed by the Rector.

During the reporting period, 14 meetings were held, during which the following were discussed: the draft model regulations for VU’s core academic units, possible changes to the procedures for awarding bonuses to the University’s academic and non-academic staff, the update of the procedure for allocating VU budget appropriations for research to units, qualification criteria for organizing competitions for positions and certification of VU faculty and research (art) staff, and doctoral program questions. This year, VU Rectorate meetings devoted significant attention to measures related to VU’s strategic directions, the development of monitoring indicators, and the formation of the strategic fund.

The President of VU SR participated in discussions at the Rectorate regarding issues of concern to students and shared news from VU SR.

Meetings of the Vice-Deans for Academic Affairs

Student Representative – Povilas Virbašius

During the reporting period, eight meetings of the Vice-Deans for Academic Affairs were held. The meetings were organized both remotely and in person at various VU units. During these meetings, current issues related to the organization of the study process, study quality, student mobility, study regulation, strategic planning, and the student experience were discussed.

Issues of relevance to students:

  • funding plans for sending students abroad;

  • a map of the accessibility of Vilnius University services, prepared by VU SR, was presented;

  • the Vilnius University strategy currently under development was discussed, particularly the goals and measures of the strategy’s academic section;

  • possible changes to exam and retake schedules were discussed;

  • the representation of individual study courses in diploma supplements;

  • issues regarding the redistribution of the University’s mobility funds for students among departments and the promotion of student mobility were discussed;

  • presentation of the draft Vilnius University Academic Ethics Violation Prevention Plan, presented by Povilas Virbašius, Academic Process Coordinator at VU SR;

  • discussion of the draft amendment to the procedure for the recognition of study results;

  • an overview of the University’s study program portfolio and a report on the implementation of the plan for measures to prevent student attrition were presented;

  • issues related to individualized studies and their development were examined, and the results of student surveys were presented;

  • Kornelija Kairytė, the Integration Process Coordinator at VU SR, presented the results of the 2025 Integration Survey;

  • updating the methodology for selecting the best lecturers;

  • discussion of amendments to the Vilnius University Study Regulations related to the establishment of second-cycle study types and micro-credentials;

In addition to regular meetings of the vide-deans for academic affairs, an off-site strategic session for vice-deans was held during the reporting period to discuss the implementation of the new Vilnius University strategy in the area of academic affairs. This session provided an opportunity for a broader discussion of strategic academic goals, the measures for their implementation, and the overall direction of the academic process at the University.

Representation in Academic Units

During the reporting period, students’ opinions and voices were represented not only at the central level but also at the level of VU’s Core Academic Units (VU CAU)—student representatives served on the councils of all units and on the committees of various study programs.

The VU CAU Councils consider various matters: the VU CAU activity plan, budget, research directions, and the composition of the SPC and VU CAU committees (excluding student representatives) are approved; new study programs and changes to existing ones are discussed; and the results of research and studies are evaluated. The VU CAU Council consists of the head of VU CAU, faculty members, members of the academic and non-academic communities, social partners, and students.

Study Program Committees (SPCs) are academic bodies responsible for coordinating study programs and overseeing their implementation. SPCs ensure the consistency of study program objectives, competencies developed, content, methods, and student achievement assessments, and improve the study program by analyzing the opinions of students, faculty, graduates, social partners, and other indicators of the quality of study program implementation. An SPC consists of at least 3 faculty members, at least 1 social partner, and at least 1 student representative.

To ensure high-quality student representation throughout the year, training sessions were organized for student representatives to enhance their competencies in opinion-gathering methods, tools for representation, advocacy, and other related topics at both the central and unit levels.

This year, VU CAU held over 450 study program committee meetings and over 140 CAU Council meetings. Below are more detailed statistics on the Council and SPC meetings held by VU CAU this year, along with the main issues discussed:

SENATE COMMISSIONS

VU Central Academic Ethics Commission

Student Representatives – Austėja Bendikaitė, Agata Bruzgul, Andrius Viljamas Gontier

The Commission examines complaints regarding actions by members of the academic community (faculty, students, or other university staff) that violate academic ethics.

During the reporting period, 14 Commission meetings were held, during which 24 cases were examined. During one of the Commission’s meetings, a meeting was held between members of the Central Academic Ethics Commission and the chairs or representatives of all VU CAU academic ethics commissions to discuss the most common issues encountered when reviewing complaints.

VU Central Dispute Resolution Commission

Student Representatives – Vismantas Daujotas, Samanta Valiušaitytė, Eglė Lukauskaitė

The Commission reviews complaints regarding the legality and validity of decisions made by departmental dispute resolution commissions, as well as instances of inaction or failure to implement decisions. This provision does not apply to appeals regarding the final assessment of academic achievements. It also examines statements regarding disputes arising between students and Central Administration staff, provided such disputes relate to academic or study activities. Neither academic ethics nor work relations disputes fall under this category. In addition, the Commission examines other complaints related to academic and study activities that are not within the jurisdiction of departmental dispute resolution commissions or other University bodies. During the reporting period, three meetings were held, during which four complaints were examined.

VU Central Electoral Commission

Student Representatives – Akvilė Banytė, Vismantas Daujotas

The Central Electoral Commission of Vilnius University ensures a transparent and properly organized election process for the University’s governing bodies. The Commission organizes and conducts elections for members of the Senate (excluding student representatives) and the Council, as well as a public competition for the position of Rector. It registers all elected or appointed members of the Senate and the Council, determines the results of the Rector’s election, and approves the forms of election documents. The Commission’s functions also include assessing the eligibility of candidates, compiling lists of employees eligible to vote, approving election commissions of the core academic units, announcing election dates and procedures, and overseeing their organization. The Commission has the right to request additional information and documents from candidates or University units as needed for decision-making. When necessary, it submits proposals to the Senate regarding the improvement of documents regulating election procedures and ensures the quality of election organization.

During the reporting period, 14 meetings were held.

VU Academic Protocol Commission

Student representatives – Anastasija Liubinskytė, Povilas Virbašius.

The VU Academic Protocol Commission is responsible for the order of ceremonies held at VU and for fostering the University’s symbols and traditions.

During the reporting period, the Commission held two meetings, one of which was conducted online. During the meeting, the Commission discussed a request from the Faculty of Philology Council regarding the installation of a commemorative plaque honoring the poet and professor Vincas Mykolaitis-Putinas in the Sarbievijus Courtyard at VU. After evaluating the stylistic harmony of the planned memorial with the existing space, and its artistic merit, and noting the need to avoid excessive commemoration of the same figures in the University’s historic buildings, unanimously agreed to approve the installation of a plaque commemorating V. M. Putinas in the Sarbievijus Courtyard.

The issue of depositing the portrait of St. Ivo was also discussed via electronic means.

VU Commission on Emeritus, Affiliation, and Honours

Student Representative – Povilas Virbašius

The Commission reviews and submits to the Senate of Vilnius University for approval nominations for the titles of VU Professor Emeritus, Affiliated Professor, Affiliated Researcher, and Honorary Doctor, as well as makes proposals regarding the conferral of other honorary titles.

During the reporting period, the Commission held two meetings. During these meetings, nominations for the titles of Professor Emeritus, Affiliated Professor, and Honorary Doctor were considered. Based on the Commission’s decisions, nominations were submitted to the Senate of Vilnius University to confer the title of professor emeritus on Algimantas Česnulevičius, Aleksandras Dobryninas, Danutė Gailienė, and Valentinas Mikelėnas; the title of affiliated professor on Genovaite Dručkutė, Vygintas Gončius, Galina Michailova, Marijus Radavičius, Marius Povilas Šaulauskas, and Laimutė Žalimenė; the title of affiliated researcher—to Vilius Stakėnas; and the title of honorary doctor—to Remigijus Gaška, Saulius Juodkazis, Petras Repšys, and Olga Tokarczuk.

The Commission’s activities focused on evaluating candidates, ensuring their compliance with University regulations and the expectations of the academic community, as well as establishing a consistent practice for conferring honorary titles at the University.

OTHER COMMISSIONS

Study Quality Commission

Student Representative – Emilis Mikulskis

During the reporting period, two meetings were held to review and approve seven study programs: improvement plans for the following fields of study: Software Engineering (FMI), Political Science (IIRPS), Information Services (FC), Electronic Engineering (FPh), Ecology (ŠA), Computer Science (FMI), and Marketing (FEBA) (24 study programs). During the meetings, commission members provided recommendations and comments to the program improvement plans and their authors on how the plans or the fields of study could be improved. The student representative was responsible for reviewing the plans for three fields of study: Software Engineering (FMI), Computer Science (FMI), and Information Services (FC) (12 study programs). The Study Quality Commission approved all 7 field improvement plans with the proposed improvements.

Interdisciplinary Study Experts’ Commission

Student Representative – Austėja Bendikaitė

During the reporting period, the commission held 10 meetings, during which it reviewed and approved more than 60 applications for interdisciplinary courses and/or course descriptions. During one of the commission meetings, statistics on approved interdisciplinary courses were also presented, and discussions were held regarding improvements to the conditions for submitting applications and the promotion of these courses to students. In addition, during the reporting period, the committee met with VU Pro-Rector Doc. Dr. Valdas Jaskūnas to discuss the committee’s activities, the success of approved and ongoing interdisciplinary courses, and potential changes aimed at streamlining the committee’s operations.

VU Study Internationalization Initiatives Commission

Student Representative – Uršulė Barkauskaitė

The Commission evaluates the alignment of submitted applications for international initiatives with the objectives of the internationalization fund and considers the allocation of funds for the implementation of those initiatives.

During the reporting period this year, 5 remote meetings were held: 8 applications were reviewed during the June meeting; 17 applications were reviewed in November, and 8 applications were reconsidered in December; 31 applications were reviewed in March, and 6 applications were reconsidered. During the meetings, the nature of organized international initiatives and the development of global competencies for students and faculty were also discussed, which sparked a broader discussion about the understanding of intercultural activities at Vilnius University and the mechanisms for promoting them.

VU Educational Initiatives Commission

Student Representative – Klėja Merčaitytė

The Educational Initiatives Commission reviews, approves, and allocates funds for faculty initiatives aimed at improving the study process, courses, and their delivery; increasing student engagement; and implementing innovative educational ideas for which standard resources are not always sufficient.

This year, the commission approved 8 new applications for educational initiatives and 8 reports. In the commission’s work this year, the student representative drew attention to the development of active teaching and learning methods outlined in the applications, as well as the collection of student feedback to improve the course (module).

VU Central Admissions Commission

Student Representative – Klėja Merčaitytė

The Commission reviews and submits the nominations of senior staff—professors and senior researchers—for academic positions to the University Rector for approval.

Taking into account the submitted student surveys, pedagogical competencies, teaching experience, and planned academic activities, the VU SR President, based on the above-mentioned data, voted for or against the candidates’ nominations. She also provided key comments based on student feedback, with the aim of improving the study experience. The main reasons for rejecting nominations were student feedback regarding poor teaching quality or a lack of academic integrity.

The Central Admissions Commission reviewed a total of 54 nominations. The number of nominations submitted is not final at this time, as the commission is still conducting its work.

Appointment of Partnership Professors and Partnership Docents at VU Advisory Committee

Student Representative – Klėja Merčaitytė

The Committee provides its opinion to the Rector of Vilnius University regarding the appointment of Partnership Professors and Partnership Docents at the University. These positions allow prominent representatives of Lithuanian business, diplomats, and other specialists in their fields who hold leadership positions or have extensive practical work experience to teach at Vilnius University.

During the reporting period, 22 candidates were considered. The candidates were assessed as meeting the requirements for partnership professors and partnership docents, and it was proposed that they be appointed to these positions.

VU Discrimination, Harassment, Sexual Harassment, Violence, and Stalking Cases Investigation Commission

Student Representative – Klėja Merčaitytė

The Commission reviews received reports in accordance with the VU Procedure for Investigating Cases of Discrimination, Harassment, Sexual Harassment, Violence, and Stalking.

During the reporting period, the Commission investigated 9 cases related to harassment, inappropriate behavior, psychological pressure, and isolation.

VU Academic Titles of Professor and Docent Granting Commission

Student Representative – Povilas Virbašius.

The commission reviews and submits the candidacies of faculty members for the academic titles of professor and docent to the Senate of Vilnius University for approval, assessing their compliance with established criteria for teaching, academic activity, and the quality of studies.

During the reporting period, one meeting of the commission was held, during which nominations for the academic titles of professor and docent were considered. All members of the commission attended the meeting, including a student representative, who also presented a summary of the students’ opinions regarding the candidates’ pedagogical activities.

The commission assessed the candidates’ compliance with the University’s requirements, discussing both formal criteria (teaching experience, length of service, indicators of research activity), as well as aspects of the quality of studies, including student feedback. In some cases, there was additional discussion regarding the application of criteria in the context of specific circumstances (e.g., the evaluation of teaching experience or the significance of student feedback), but it was generally concluded that the candidates met the established requirements.

By decision of the commission, it was proposed to the Senate of Vilnius University to confer academic titles on 40 academic staff members of the University, including 12 titles of professor and 28 titles of associate professor.

During the reporting period, the Commission’s activities focused on ensuring a consistent process for the conferral of academic titles, balancing the evaluation of formal criteria with aspects of the quality of studies and the student experience.

Best VU Lecturers Recognition Commission

Student representative – Povilas Virbašius.

The commission evaluates the pedagogical performance of the candidates and submits recommendations to the Rector of Vilnius University regarding the recognition of the candidates as the best lecturers of the year. Candidates proposed by students are submitted to the commission for consideration by the administrations of the core academic units in conjunction with the VU SR units.

During the reporting period, one commission meeting was held, during which 15 of the best university lecturers were selected from among the candidates proposed by the units; these lecturers were subsequently awarded the Vilnius University Rector’s Prize.

Scholarship Commissions

VU Scholarship for Social Activities Distribution Commission

Student representatives: Livija Trakelytė, Andrius Viljamas Gontier (until March 2026), Simonas Granskas (from March 2026).

The Scholarship for Social Activities is awarded to students for individual achievements that contribute to building the society of the future, addressing social issues, achieving the goals set forth in the University’s strategic plan, and other accomplishments that bring prestige to the University. Three meetings were held during the reporting period. During these meetings, the process for evaluating the received applications was discussed, and following the initial evaluation, general discussions, and, if necessary, re-evaluations were conducted independently. Two rounds of scholarship allocations took place during the reporting period. During the first round, 361 applications were received; during the second round, 332 were received (at the time this report was being compiled, the second scholarship allocation had not yet taken place). During the fall semester, 747 scholarships worth 70 euros each (i.e., 52,290 euros) were awarded.

VU Scholarship for Scientific Achievement Distribution Commission

Student Representatives: Liepa Burneikaitė, Domantas Klumbys (until February 2026), Martyna Vaitkūnaitė (from February 2026)

Scholarships for scientific achievements are awarded to first and second-cycle, integrated, professional pedagogy, and residency students who have demonstrated mature scientific activity for their participation in conferences, research, and other scientific activities.

The scholarship distribution committee held two remote meetings during the reporting period. In the spring semester of 2024/2025, scholarships totaling 34,860 (498 BSB) were awarded. In the field of exact sciences, 470 BSB were distributed, and in the field of social sciences and humanities—28 BSB. In total, scholarships were awarded to 80 students. In the fall semester of 2025/2026, scholarships worth 21,630 euros (309 BSB) were awarded. 270 BSB were awarded in the field of exact sciences, and 39 BSI in the field of social sciences and humanities. In total, scholarships were awarded to 53 students.

VU Community Support Scholarship Distribution Commission

Student Representatives: Roberta Kirkliauskaitė, Elzė Masiulytė, Urtė Akulavičiūtė

Community Support Scholarships are awarded to students due to a sudden deterioration in their financial situation, the illness or death of a close relative, a natural disaster or other calamity, as well as in other exceptional cases that significantly affect the student’s financial situation. During the reporting period, the committee held four meetings.

The amounts of the scholarships awarded varied depending on the documents submitted and the complexity of the situation. Scholarships were awarded not only due to financial difficulties but also due to illness, bereavement, disasters, and other individual circumstances.

During the 2025–2026 academic year, the community support scholarship commission held three meetings to review applications submitted by students and make decisions regarding the awarding of scholarships.

  1. October 23, 2025, meeting: applications submitted by 30 students; scholarships awarded to 29 students. Total awarded: 73 BSB.

  2. December 15, 2025, meeting: applications submitted by 13 students; scholarships awarded to 11 students. Total awarded: 86 BSB.

  3. March 23, 2026, meeting: applications submitted by 19 students, scholarships awarded to 17 students. Total awarded: 130 BSB.

Total applicants: 62 students; scholarships awarded to 57 students. Total amount of scholarships awarded: 289 BSB. In most cases, scholarships were not awarded because insufficient supporting documents were submitted or because the application was resubmitted for the same purpose.

VU Scholarship for Athletic Achievements Distribution Commission

Student Representatives – Aleksandra Vaskevičiūtė, Austėja Ižganaitė

Scholarships are awarded not only to recognize achievements already attained, but also to encourage students to strive for higher results, based on the potential identified by coaches and the effort put into training.

During the reporting period, scholarships were awarded twice: in May 2025, scholarships were awarded to 70 students for achievements in volleyball, track and field, soccer, powerlifting, table tennis, basketball, and orienteering; in December 2025, scholarships were awarded to 137 students for achievements in judo, sambo, fencing, soccer, rowing, track and field, basketball, volleyball, orienteering, swimming, table tennis, weightlifting, tennis, karate, and jiu-jitsu.

Most of the students are members of the University and Lithuanian national teams, Lithuanian (student) champions, and have participated in European and World Student Games, the Lithuanian Student Basketball League, and other world-class championships.

VU 450th Anniversary Scholarship

Student representatives – Eivinas Zableckas, Rūta Šakickaitė

The Vilnius University 450th Anniversary Scholarship is a special scholarship established by Vilnius University for prospective undergraduate and integrated study program students from socially vulnerable families. In order to address the pressing issue of social exclusion in Lithuania and increase access to university education, a scholarship of 300 euros per month is awarded to financially disadvantaged students for their first year of study—from September through June.

During the reporting period, one meeting was held, during which two scholarships established by the University’s social partners and 103 scholarships awarded by the University were granted.

VU GDL Scholarship Distribution Commission

Student Representative – Vismantas Daujotas

The Grand Duchy of Lithuania (GDL) scholarships are awarded to Ukrainian students enrolling at Vilnius University to help cover their living expenses during their first year of study.

Since July 1, 2025, two meetings of the central commission have been held, during which the GDL scholarships were distributed.

VU Social Scholarship Distribution Committee

Student Representatives – Uršulė Barkauskaitė, Viktorija Amankavičiūtė

Social scholarships are awarded to undergraduate and integrated program students who are not in their first year of study, as well as to second-cycle and professional pedagogy students who are not in their first semester of study and are facing social difficulties. During the reporting period, 118 scholarships were awarded to students.

Romualdas Ozolas Scholarship Distribution Committee

Student Representatives – Livija Trakelytė, Eglė Žukaitė

For the second year in a row, Vilnius University is holding a competition for the Romualdas Ozolas Scholarship, established by the Šiauliai District Municipality. The scholarship is awarded to undergraduate and graduate students whose academic interests encompass the fundamental issues of culture, linguistics, history, philosophy, politics, or international relations raised by R. Ozolas, as well as the fields of the Lithuanian Reform Movement and the history of the restoration of independence.

At the time of this report’s preparation, the commission’s meetings had not yet taken place.

WORK GROUPS

Working Group (WG) on Improving the System of Teaching Competencies for Professors

Student Representative – Povilas Virbašius.

The European University Association (EUA) initiated thematic peer group on learning and teaching brings together representatives from selected universities each year to discuss practices in organizing learning and teaching at the institutional level and to identify examples of best practices. During the reporting period, Vilnius University participated in a thematic working group dedicated to examining the quality and impact of staff professional development in the field of teaching.

The working group analyzed how staff development contributes to the quality of studies and the strengthening of the teaching culture at institutions, with a particular focus on impact assessment. The study examined how institutions can effectively use various data sources – including institutional surveys, peer and student feedback – to assess the impact of staff development activities on learning outcomes and the study experience. The aim was also to identify key indicators for assessing the effectiveness of these activities and their contribution to the achievement of institutional teaching and learning goals.

The working group’s outcome is a thematic report titled “Ensuring the quality and impact of staff development in teaching,” which offers insights into the links between staff development and the quality of education, identifies key challenges (e.g., the workload of lecturers, insufficient recognition of teaching activities, fragmented development initiatives), and provides recommendations for higher education institutions. These include integrating staff development activities into institutional strategies, systematically evaluating their impact, strengthening the recognition of teaching activities, and making data-driven decisions. Povilas Virbašius, as a student representative, participated in two working group meetings – in Portugal (at the University of Coimbra) and in Ireland (at the University of Limerick), and also contributed to integrating the student perspective into the working group’s discussions and final recommendations.

WG on the Master’s Degree Model

Student Representative – Emilis Mikulskis

The working group was formed to implement the measure “create a value-based master’s degree model” under the “Development of Postgraduate Studies” direction of the 2030 Strategic Action Plan and to update the University’s study regulations by including provisions that update the types of second-cycle study program structures (scientific, academic, applied), reflecting different graduate career trajectories. The working group held 5 meetings and prepared updates to the study regulations. Provisions were defined covering the different types of second-cycle study programs and the principles of their implementation, including study program objectives, teaching and learning methods, individualized teaching and learning, interdisciplinary and international aspects of studies. During the working group’s activities, the VU SR representative emphasized and presented proposals for a wider range of elective courses by adapting the individualized study model used in the first cycle, whereby elective courses could also be chosen from other departments at Vilnius University. In addition, the key principles for implementing all types of MA programs were highlighted: greater opportunities for individualizing studies and the number of elective courses.

Health and Sport Center

VU SR participated in the 27th annual forum of the European Network of University Sports Centers, organized by the Health and Sport Center at Vilnius University, which took place November 11–14 in Vilnius. The event brought together an international audience of academic community members and sports and wellness specialists from various European universities to share best practices and strengthen cooperation in the area of student well-being.

During the forum, VU SR presented a report in a panel discussion format, addressing the topics “Students in university: what they get and what they miss during their study years?” and “Burnout: a case study of Vilnius University, tools, and best practices.” The presentation discussed the challenges students face during their studies, identified gaps in the university environment, and presented burnout prevention measures and best practices based on the experience of Vilnius University.

Participation in this international forum provided an opportunity not only to present the experiences of student representation at Vilnius University but also to gain new ideas related to strengthening students’ physical, emotional, and social well-being.

Community Well-Being Division

During the reporting period, we held more than 8 meetings with staff members of the Community Well-Being Division to discuss various issues, including: ensuring equal opportunities, support and services for students with disabilities, providing psychological assistance, preventing violations of academic ethics, and more.

We submitted proposals regarding the procedure for tailoring studies at Vilnius University to individual needs arising from disabilities, which is being updated at the initiative of VU SR; this procedure is expected to be adopted shortly following review by all interested parties. We initiated and, with the help of psychologists, implemented resilience training for students. We discussed the need to update VU’s infrastructure to ensure high-quality studies and an accessible environment for students with disabilities, and agreed on the need to create a systematic map of physical environment adaptations. We also expressed the need for education on interculturalism and the expansion of prayer/meditation rooms.

We raised the issue of allowing students and staff to specify their preferred name and pronouns in the University’s internal information systems, and for faculty and administration to receive clear information on how to address individuals correctly. We were unable to implement this change at this time due to the development and integration of the new VU information system, so we expressed the need for this feature to be included in the new system.

In the VU SR Parliament, we approved proposals to the University regarding the promotion of gender, equality, and diversity at the University. We proposed that the necessary measures be included in the University’s newly developed diversity and equal opportunity strategy and its implementation plan.

Student Affairs and Career Office

The integration process coordinator worked closely with the Vilnius University integration coordinator and the Vilnius University Student Affairs and Career Office to improve the integration and academic experience of first-year students at the university. Additionally, the Reintegration Week initiative was organized for the first time, involving both student organizations and VU departments. VU SR units and initiatives organized general meetings and events, as well as informal meetings between mentors and first-year students, while the Counseling and Career Centre held an open house and a brainstorming session for first-year students.

Together with the Student Affairs and Career Office (SACO), the concept of study groups was reviewed, and it was agreed that from now on, this activity will be organized directly by SACO in collaboration with the CAU study departments. VU SR will no longer directly organize this activity.

We collaborate regularly with the academic project coordinator to support the “Ask a Student” initiative and help find student volunteers from various programs. Discussions are also underway regarding the promotion of mentoring and publicizing this opportunity to students, as well as involving doctoral students as mentors in the mentoring network.

In collaboration with the Career Centre, a CV-writing workshop was held at the AD ASTRA festival for first-year students and other festival participants.

We also agreed with the department to collaborate on publicizing the funding received by Vilnius University from the project implemented by the Education Exchanges Support Foundation, which is aimed at improving the integration of foreign students studying at Lithuanian higher education institution and Lithuanians living abroad into the labor market by 2026, by awarding scholarships to those undertaking internships.

Culture Center

The Social Process Coordinator participated in a multi-day strategic session at the Culture Center, during which she shared student perspectives and proposals focused on students’ needs and greater student engagement in cultural activities.

VU SR, together with the Culture Center, signed a cooperation agreement, submitting a project to the State Studies Foundation, regarding cooperation in implementing a potential project related to the development of intercultural competence: “Working Together: University Theater Pedagogy for Student Intercultural Integration.” We also held a meeting to discuss future cooperation between VU SR and the Culture Center and potential projects related to promoting student self-expression.

Vilnius University Library

VU SR strengthened its cooperation with the Vilnius University Library to ensure that students’ needs are represented and that they are involved in decision-making processes. The Social Affairs Coordinator regularly attended monthly meetings with the library’s management and staff—a total of 7 meetings took place. During these meetings, students’ insights were presented, relevant issues were raised, and potential solutions were discussed. The issues discussed included the accessibility of library services, improving communication about events and services, and the quality of the study environment, and some of them were incorporated into the library’s future plans.

In addition, VU SR representatives participated in a strategic library planning session, where they contributed to the development of a vision for the future. During the session, the importance of clearer and more active communication was emphasized, as were the possibilities for integrating artificial intelligence solutions and the need to strengthen both the physical and digital resources of the library. Representing the interests of students, VU SR representatives submitted proposals that were taken into account when drafting the library’s strategic plan. Participation in these processes contributed to a more open dialogue with the community and reinforced the importance of the student voice in strategic decision-making.

Representation of Third-Cycle (Doctoral) Students

During the reporting period, several meetings were held with the Vice-Rector for Research and the Doctoral and Postdoctoral Studies Office. During the meetings, discussions focused on increasing funding for the doctoral program, the continuity of training for doctoral advisors, the situation of doctoral students studying under joint doctoral agreements with other academic institutions, and potential measures to strengthen the doctoral program within VU’s Strategic Plan.

This year, the doctoral program received the most attention at the decision-making level: in the VU Senate, the VU Council, the VU Rectorate, and the VU Strategy Development Working Group, with the aim of resolving existing problems and implementing the necessary measures to strengthen the quality of doctoral studies.

We also brought together senior doctoral students as mentors into a mentoring network for the first time; by sharing their experience, they can assist first-year doctoral students. We presented this initiative to first-year doctoral students at VU.

SCHOLARSHIP REGULATIONS

VU SR has submitted proposals to improve the VU scholarship regulations, with the aim of increasing the transparency, clarity, and accessibility of the process for students. Among the proposals were establishing a clear appeals mechanism for scholarship award decisions, mandating that students be informed of the decision regardless of its outcome, increasing the number of student representatives on the Scholarship for Social Activities Committee, and indexing the income threshold for social scholarships by linking it to an official index. The administration agreed with some of the proposals and planned to include them in the updated scholarship regulations, while for others it presented alternative solutions or additional explanations regarding the lack of technical feasibility in implementing the proposals.
