📖 The Institutional Strengthening Fund (ISF)...

is one of the structures of VU SR, functioning as a body that ensures the development of competencies and the quality of human resource management. The Fund reports to the President of VU SR but operates independently, making decisions related to member development and organizational strengthening. The Fund consists of 5–7 members for a one-year term, who are approved by the VU SR Council upon the President’s recommendation.

The Fund’s objective is to ensure conditions for consistent development of the organization’s competencies and the strengthening of institutional memory and operational tools. The ISF’s operational tasks include: promoting the professional development of organization members; coordinating activities that foster general and specific competencies; identifying operational needs based on documents, research, or proposals from Structural Units; and the targeted allocation of funds for institutional strengthening initiatives.

ISF decision-making is based on consensus—Fund members meet at least once a month. Meetings may be called at the initiative of any member and held either in person or remotely.

At the Fund’s meetings, applications for institutional strengthening projects are evaluated, decisions on the allocation of funds are made, conclusions regarding the relevance and quality of projects are provided, and consistent monitoring of project implementation and reporting is carried out. The ISF also oversees the collection of methodological and educational materials and the supervision of self-improvement measures.

In 2025–2026, the ISF not only evaluated applications and made decisions regarding the funding of capacity-building activities but also implemented strategic initiatives. During the Fund’s meetings, the process of knowledge transfer, the development of a culture of reflection, and the implementation of a community study were discussed and coordinated, and training sessions were organized.

The Fund was also responsible for the strategic goal of a strong VU SR organization, which aims to streamline the activities of student representatives and implement the actions outlined in this goal. We updated the lecturer database, developed a mentoring program for organizational leaders, and reviewed and updated the VU SR training schedule. We held regular meetings with human resources coordinators to discuss current issues related to attracting new members, planning training, and engaging members.
